Mr Bean sets out on an adventure that he will never forget when at a raffle he becomes the lucky winner of two-hundred Euros, a digital camera and a ticket to Cannes Film Festival. Bean in his usual dim-witted fashion meets a young boy and his father on his travels and inadvertently splits them apart. Now Bean must try his best to bring them together again whilst also travelling on his way to the famous Cannes Film Festival.
